Fish Lips Malone is shown to be bald short middle age dark skin man with big lips (hench the nickname Fish lips) and his attire included a stereotypical 1920's gangster suit.

He made his first appearance in a phone booth where upon learning he need to put in 75 cents more, he accidentally broke the booth and was given a large number of coins. He looked around hoping no one saw him as he said that if he gets arrested one more time, he will be locked up for good. However, Johnny witnesses his actions and Fish Lips plans to "Gut him like a Kipper", only to be distracted with a sale on Ice Picks.
He then appeared again, this time now after Johnny and Carl (who Johnny foolishly told him he is also a witness.) who manage to disguise themselves as Women and compete in the Miss Perky beauty pageant. He later made another appearance as he asked a few of the women if they saw Johnny and Carl, only to see that Johnny (as Mitch) dancing to save himself.
